[PLUG] Displaying UTF-8: missing a step

My distribution upgrade resant LANG=en_US from LANG=en_US.UTF-8. I modifed
/etc/profile.d/lang.sh, and added 'export LANG=en_US.UTF-8' to
~/.bash_profile. 'locale' displays correctly now, but opening a new virtual
terminal still does not correctly display the test UTF-8 file.
Do I need to log out and back in for the changes to take effect?
'sourcing' ~/.bash_profile makes no difference.
What step have I forgotten?
