That's what I thought too Russell, but all 3 of these USB jacks are black.

However on closer inspection with a bright light and a magnifying glass I see an "SS" marking on 2 of them along with the traditional USB mark on all 3 so now assume those 2 "SS" are the 3.0 ports.

Samsung also offers featherweights which are reported to be electrically identical to the HP Stream except for some repackaging which divides the ports, putting one of them on the opposite side. But I've not had a chance to examine it.
