Depending on your DE (I use Xfce mostly), look for the autostart
directories:

$HOME/.config/autostart

$HOME/.config/autostart-scripts

You can place files in /etc/skel so that everytime 'useradd' is invoked
it copies those over.

...or, once you have one user set up, use a script to copy the autostart
settings to all the other users.
