[PLUG] Window expansion

Not sure what was done in one of the updates, but my
Mate sessions now seem to want to go to full screen
when I try to grasp the upper bar on a window to drag
it elsewhere. I do not understand who gets these stupid
ideas (I see that windows does that so figure they must
be trying to emulate it) sure wish that they would ASK
if I wanted that function.

Anyone have an idea of where to poke at that one? I
am running Mate 18.01 using Compiz. This has just
started after one of the latest updates. It is very irritating
if I wanted a screen full of an application I would open
it that way.  Just want to turn it off.
