Adding to what others said ....

The network manager applet usually looks like wifi/wireless/wired network symbol
 in your task bar. You can right/left click on it to configure the network.

If you truly do not have in your task bar - it is called nm-applet on ubuntu.
When you start it - it does no open new window as you would expect from an
application - it puts its symbol to your task bar - where you can left/right
click it. I can imagine you can have a few of them running without major issues.
