[PLUG] Bacula in Ubuntu

Seems like this was intentional due to a Debian bug at the time.  Note this
from https://launchpad.net/ubuntu/jammy/amd64/bacula:

Removed from disk on 2022-07-23.
Removal requested on 2021-12-08.
Deleted on 2021-12-08 by Steve Langasek
FTBFS, removed from Debian testing, blocks libssl transition; Debian bug
#997139
