[PLUG] trying to find a cable modem / wifi combination which gives the user full control

Look for a cable modem with a single ethernet port and no wifi. That
cable modem will almost certainly be "bridging" out of the box. Then
run your own gateway/wifi behind that. Be sure that any service
exposed on the WAN side of your gateway has robust access control,
because it will be hammered by all manner of port scanning/brute-force
password trying.
