And adding:

   echo 600000 > /sys/devices/system/cpu/cpufreq/policy0/scaling_min_freq
   echo ondemand > /sys/devices/system/cpu/cpufreq/policy0/scaling_governor

to /etc/rc.local seems to fix the warm boot hang.
